Dear Colleagues,

The participants of the Business Session of ISSIS-IX (2001) at Padova, Italy, resolved the document entitled Draft (2001), which is presented below.

Article 3 in Draft (2001) below was supposed to outline the procedure for resolving site selection.

However, at ISSIS-XII (2010) we encountered an unpredictable case of three countries inviting to host ISSIS-XIII (2013).

Therefore, the International Advisory Committee is proposing to amend Article 3 by inclusion of 6 subarticles, as outlined in Draft (2013) below.

The amended ISSIS constitution will be available on the Scale Insect Forum, and open to your comments and suggestions.

Finally, the Amended Constitution will be submitted for resolution by the First Business Session at ISSIS-XIII (2013), Sofia, Bulgaria.

RECOMMENDED GUIDELINES AND STANDARD PROCEDURE

FOR ORGANIZING AND CONVENING

ISSIS SYMPOSIA

1.  TERM DEFINITIONS.

BUSINESS SESSION  - A session of the persons attending an ISSIS Meeting.

COORDINATOR  -  The person organizing an ISSIS Meeting.

ISSIS  - International Symposium on Scale Insect Studies.

SITE  -  The country in which an ISSIS meeting convenes.

2.  The ISSIS meetings will convene once in three years, unless a different interval will be adopted at a Business Session.

3.  The Site and Coordinator for a next ISSIS will be resolved at the Final Business Session of a convening ISSIS.

4.  The Coordinator will be entitled to select the members of the Organizing Committee.

5.  The Coordinator will propose to the First Business Session of a convening ISSIS meeting the names of members of the following committees:

Recording Committee - 3 members

Site Selection Committee - 5 members

Resolution Committee - 3 members

International Advisory Committee  (IAC) - 5 members.

The Coordinator of a convening ISSIS will be a member of the International Advisory Committee for the subsequent 3 years.

6.  The adoption of the Committees, listed in (5) above, will be resolved by Open Voting of the participants in the First Business Session of a convening ISSIS.

7.  The Coordinator and Organizing Committee of a convening ISSIS will publish the Proceedings of the respective ISSIS.

8.  Amendments to these Recommendations may be proposed first to the International Advisory Committee.  The adoption or rejection of an amendment will be resolved at a Business Session.

 3a.  A colleague who wishes to propose the candidacy of her/ his country as the site of next ISSIS should notify the IAC and the Local Organizing Committee, not later than 6 months before the date of an immediate convening ISSIS.

3b.  The Coordinator of a convening ISSIS will announce at the First Business Session the name or names of candidate country or countries.

3c.   The selection of the site will be resolved by the participants who are present at the Final Business Session of a convening ISSIS

3d.  In case of only one invitation, the voting will be by open ballot.

3e.  In case of two invitations, the voting will be by secret ballot on forms provided by the Coordinator of the Local Organizing Committee. Resolution will be based on simple majority.

3f.  In case of more than two invitations, the voting will be in two rounds by secret ballot on forms provided by the Coordinator of the Local Organizing Committee. The first round will select the two preferred candidates. At the second round, resolution will be taken between the top two candidates, based on simple majority.

•4.      The Coordinator will be entitled to select the members of the Organizing Committee.

•5.      The Coordinator will propose to the First Business Session of a convening ISSIS meeting the names of members of the following committees:

          Recording Committee - 3 members

Site Selection Committee - 5 members

Resolution Committee - 3 members

International Advisory Committee  (IAC) - 5 members.

The Coordinator of a convening ISSIS will be a member of the International Advisory Committee for the subsequent 3 years.

6.   The adoption of the Committees, listed in (5) above, will be resolved by Open Voting of the participants in the First Business Session of a convening ISSIS.

•7.       The Coordinator and Organizing Committee of a convening ISSIS will publish the Proceedings of the respective ISSIS.
